Does OHIP Cover Eye Exams?

Regular eye care is essential for maintaining clear vision and detecting early signs of potential health issues. Fortunately, OHIP covers eye exams for certain groups, including children, seniors, and individuals with qualifying medical conditions. 

However, routine eye exams for most adults between the ages of 20 and 64 are not covered, meaning they may need to rely on private insurance or out-of-pocket payment. Before booking an eye appointment, it’s always best to check your eligibility and confirm what services are covered under OHIP.

Who Is Eligible for OHIP-Covered Eye Exams?

For some Ontario residents, eye exams are covered through OHIP (Ontario Health Insurance Plan). Eligibility depends on age and, in some cases, medical conditions.

Children & Teens (0-19 Years Old)

OHIP covers one fully insured eye exam annually for children and teenagers aged 19 and under and any minor assessments needed. Regular vision check-ups help ensure that their eyes are developing properly and that any vision problems are detected early—crucial for learning and development.

Seniors (65+ Years Old)

If you’re 65 or older, you are also eligible for one OHIP-covered eye exam every 18 months, with 2 additional minor assessments. 

Regular eye exams are essential to maintaining overall health since aging increases the risk of eye diseases such as cataracts, glaucoma, and macular degeneration.

Individuals with Certain Medical Conditions (20-64 Years Old)

Individuals between 20 and 64 years old may qualify for OHIP-covered routine eye care if they have a specific medical condition that affects vision, such as:

If you have these issues, OHIP will cover 1 eye exam every 12 months and 2 additional follow-up minor assessments. 

Some prescription medications may also qualify you for coverage. It is always best to confirm with your optometrist or healthcare provider whether your specific condition allows for OHIP-covered eye care.

If you do not fall into any of these categories, OHIP does not cover routine eye exams, and you will need to pay for them privately.

What Types of Eye Exams Does OHIP Cover?

OHIP provides coverage for certain types of eye exams based on eligibility. Here’s what’s included:

Routine Eye Exams

OHIP covers 1 routine eye exam per year for eligible age groups and medical conditions. These check-ups assess overall eye health, detect early signs of vision problems, and diagnose conditions like nearsightedness, farsightedness, and astigmatism.

Eye Exams for Medical Conditions

Individuals with conditions such as diabetes and glaucoma may be entitled to additional tests or more frequent exams under OHIP. These exams focus on monitoring and managing eye health issues that can lead to vision loss if left untreated.

Follow-Up Appointments

If you experience sudden vision changes, eye pain, or other symptoms, OHIP may cover follow-up appointments (or assessments) to manage the problem. OHIP follow-up coverage ensures that those with progressive eye diseases or acute conditions receive the necessary care.

However, OHIP does not cover specialized diagnostic tests such as visual field testing, retinal imaging, or OCT scans, which may be recommended for a more detailed evaluation.

How Often Can You Get an OHIP-Covered Eye Exam?

The frequency of OHIP-covered eye exams depends on your age and health condition:

  • Children (19 and under): Once per calendar year.
  • Seniors (65 and older): Once every 18 months.
  • People with eligible medical conditions (any age): The number of covered visits varies depending on the condition. Some diseases, like diabetes or glaucoma, may require multiple visits per year. Your optometrist can confirm your coverage details, but generally, it is once per calendar year. 

If you have already received your annual OHIP-covered exam, additional tests or exams within the same year may not be covered unless deemed medically necessary.

Does OHIP Cover Specialized Eye Care Services?

Specialized eye care services often involve advanced diagnostic technologies or treatments beyond routine exams. Unfortunately, OHIP does not usually cover these services.

Examples of non-covered services include:

  • Retinal imaging: Used to screen for conditions such as macular degeneration.
  • OCT scans: Detailed imaging of the retina to assess structural changes.
  • Prescription eyewear consultations: OHIP does not cover the cost of glasses and contact lenses.
  • Contact lens consultations for soft or specialty contact lenses
  • Dry eye consultations or Dry eye assessments

Some private health insurance plans may cover these services. It’s best to check with your provider or discuss options with your optometrist.

What to Expect During an OHIP-Covered Eye Exam

For eligible patients, the process is straightforward. You’ll need to bring your Ontario health card when visiting your optometrist. During your appointment, you can expect the following:

  1. Vision assessment: Your optometrist will test how well you see at various distances.
  2. Eye health examination: They will check for signs of cataracts, glaucoma, macular degeneration, and other eye diseases.
  3. Discussion & recommendations: Your optometrist may ask about your medical history, lifestyle factors, and any symptoms you are experiencing to tailor a personalized care plan.

Dr. Fossey was born in Hungary and moved to St. Catharines at the age of four with her family. From a very young age, she was exposed to the exciting world of vision care through her mother, a licensed optician. She completed an Honors degree in Health Sciences (2003-2007) at Brock University. After a year of studying and volunteering in South America, she went on to complete her Doctorate in Optometry at the Illinois College of Optometry (2008-2012) in Chicago, Illinois.
Throughout her training in the United States, she has worked with specialists in all fields of optometry and ophthalmology, diagnosing and managing ocular diseases. Over the course of her schooling and career, Dr. Fossey has worked with oral and systemic therapeutics for ocular diseases. As such, she has a strong interest in emergency care.

Dr. Fossey is a proud member of the Ontario Association of Optometrists, the Canadian Association of Optometrists, and the College of Optometrists of Ontario. She is board certified by the Canadian Examiners in Optometry (CEO), and the use of Therapeutic Pharmaceutical Agents (TPA) in Canada and the United States. Dr. Fossey is also accredited by the National Board of Examiners in Optometry (NBEO) and holds a license to practice optometry in the state of New York.

Dr. Fossey was one of eight individuals to receive the first annual Niagara Catholic District School Board Distinguished Alumni Award in 2013. She has a special interest and passion for working with children. She welcomes infants, toddlers and children to her practice and looks forward to serving the families in Niagara. When not working, she enjoys going on hikes, spending time with family and friends, and enjoys watching hockey.

Dr. Fossey is fluent in both English and Hungarian, and is capable of conducting eye examinations in Spanish. She is working on improving her conversational French.
